Before properly addressing the failing efforts to recruit more Northern soldiers, the Union endured one more Winter before enacting conscription laws. The Union could focus more on recruitment in the Winter months in that the cold weather diminished campaigning. Also, the Winter months was a time of seasonal unemployment. This created more volunteers from among the surplus of labor seeking employment until the Spring weather began to strengthen the Union economy.
