He saw what Britain had gained from having a empire and wanted in. So, when he became leader of Germany, he started building ships to sail around the world and build Germany's empire. So, Britain really was the cause of WW1 (because of a unfortunate connection between Queen Vic and the Kaiser and what he saw when over in Britain).
