In early bedouin Islamic societies, women weren't as secluded from the society. Remember that women were a huge part of low - income areas that basically practiced subsistence agariculture. In later Islam, it is recognized that women can be great sinners and to discourage this, women are kept covered and away from much socialization. They weren't given the same freedom.
