To what end? The US gained no territories as a result of the First World War.
The War has to pass through Congress and the President has to ask for it.
If you are referring to World War 2, the Japanese attack on the US base at Pearl Harbour on 7 December 1941 brought the US into the conflict.

by avoiding sinking of US vessels by German submarines............... but, after Japan bombed Pearl Harbor, Germany declared was on the U.S.
It was important in that it provided a massive new pool of manpower to a war torn Europe.

The primary reason was to try and disable the pacific fleet to delay the US entrance in to the war. The hope was to cause the US to have to rebuild and that would give them time to finish up in Korea, China, and some of the other pacific islands. At that point the plan of Japan was to 'Sue for Peace'. which means they would stop fighting and hoped to keep the new lands they had conquered. Japans whole motive was to obtains new natural resources.
