Depends upon how you view the first covenant. If the first covenant was with Adam and Eve, then the second covenant was with Noah (Genesis 6:18). If the first true convenant was with Noah, then the second covenant was with Abraham. (Genesis 15:18)

He specifically did not give us a covenant. in the bible they may talk about covenants in which they believe you should not do, but not to get in a fight but how much of the bible is written by god himself? in the bible they give you a covenant because they believe that you should not be able to do anything you want any time you want. there needs to be some civil people. if people just went around doing what ever they wanted the whole world would be in chaos, with these covenants it is to keep them inline and to keep somewhat of a guideline. God did make a covenant with Jacob(Israel), his twin brother. Which are the sons of Issac, the seed of Abraham.
