The United States already had military officers and soldiers standing by for service. While they weren't on active duty, they were at home. In times of war, the United States would issue orders and send them directly to the homes of soldiers. These orders could contain information as to where they were to be based or which base to report to on certain dates for active duty. Because the officers and soldiers were under government pay, they can't refuse unless they really can't go because they were either crippled previously or they have other orders - they signed up for it when they first joined.

However, even though the United States had troops on standby, it wasn't enough to fight wars. In most cities in the United States, they have placed recruiting stations. In the United States, there is a strong sense of patriotism and many young people as young as eighteen sign up for war and are immediately sent either to training or to war. It was in these ways in which the United States government would recruit new soldiers and troops. Sometimes they have to recall troops from other parts of the world to send them to the specific location of where the war is occurring.

However, that was not always enough. They had to also call on allies who owed them favors and had troops of their own to spare. In World War II, this was the case as British, American, and many different troops from all of these countries banded together to create the Allied forces in order to counter the Axis powers.
