Answer
God gave him the supplies and the ability to build it. He built it through God's power.

Expanded Answer
I bet Noah thought "I can't do that: it's impossible" , and he was right: humanly speaking it was impossible. All Noah had to do was to show his faith by taking God at His word and starting the job, and God would do the rest.

Just as God provided the sacrificial ram after Abraham showed his obedience and willingness to obey God as he was about to sacrifice his own son, so God would have provided the Ark. However just as even though God provided the sacrifice, Abraham still had to build the altar, I am certain Noah had to do his part too.

Even though the builders, traders, suppliers, and artisans [plus everyone else] thought Noah was mad, they would have been only too happy to take his money. [It's like tradesmen being only too willing to build the peculiar, worthless, and useless structures known as "follies" built for English eccentrics in Victorian England.]

And don't forget Noah had 120 years to do it.
