The settlers in the charter colonies elected their own governors and the members of the legislature. Great Britain had the right to approve the governor, but the governor could not veto the acts of the legislature.

Governments are guided by the Charter in making laws. Courts are guided by the Charter in applying laws. Individuals, associations or the government can ask the courts to decide how the Charter applies to different situations. Before the Charter, there often was little that could be done about unfair laws passed by an elected government. Sometimes there was no protection for minority rights or fundamental freedoms. With the Charter, Canadian society has a clearer recognition of human rights and freedoms, and ways to enforce these rights. The Charter gives us tools to see that our rights and freedoms are respected by governments and laws. If a law or government action violates the Charter, we can ask a court to address this. The courts can strike down laws that violate the Charter.

The Massachusetts Charter was a document that granted rights to the people of Massachusetts Bay Colony from the English government. A sort of colonial constitution. All the 13 colonies has one.
It was a proprietary colony until it obtained a royal charter by King Charles II in 1729. A proprietary colony (in case you don't know) is a colony run by either an individual or a group of people who get land. Accutally it had no government until the charter and it became a royal colony.
