The "treatment" for canine rabies in the 1800s is the same as the "treatment" today - humane euthanasia. In the 1800s the dog would be shot, whereas today the dog would typically be euthanized via lethal injection, but otherwise nothing much has changed. There really is no treatment for rabies in dogs at all - once they are exposed, the dog will eventually die of rabies.
