Since the city placed a sign to show a law, and you broke that law, you performed an illegal action. However, you did a moral deed by helping the lady. Nevertheless, these actions are related, not one in the same. If you mean is the exact same action itself both moral AND illegal, then I revert back to my initial answer... not unless your government/etc is very different from normal. It is technically moral to believe in God and to practice your religion in virtually every country. However, for example, in Iran, the members of the Baha'i Faith (the largest religious minority and the second most widespread religion in the world) are systematically persecuted by their government. They are expelled from universities, have their possessions confiscated, are kept tabs on, have their business licenses revoked, pretty much are 'illegal.' Since the Iranian government is non-secular, they use the their fear of the peaceful Baha'i religion and make it virtually illegal.

Not unless you have a duty to that person established by unique relationship or circumstance. A parent would be obligated to save a child where he could do so without risk to himself. The "duty to rescue" is almost universally NOT formalized in law. It exists purely as a moral obligation in most situations.You have (in most places) a "duty of care" that includes seeking help for injured or providing first aid if such aid is not available. In some places you can get fined for not helping.In others you can be sued.

He was trying to clarify what the religious leaders had made confusing and unnecessarily complex. It isn't so much about what you shouldn't do as about what you should.
