How did railways first begin?

In the early 1800's (say 1815 to 1840) people were looking for a way to move goods away from water - rivers and canals were the highways of industry.

Land locked "cities" had to use wagons - usually horse drawn - to move goods.

The solution that worked was railways - first horse drawn, then steam.
