The Aztec myth was that when they found an eagle sitting on a cactus eating a snake, that was their promise land and where they would build their city. According to legend, they found that eagle near Lake Tenochtitlan and that is where they built their city.
This is also why the the eagle on a cactus with a snake in its mouth is on the Mexican flag.
