The Catholic Church does not decide those kinds of things, in the placement of missions, that usually occurs by the decision of individual missionaries on the ground who see were the best place would be to start a mission. Their decision, finally, must be approved by a local Bishop, but that is usually after the fact.
I think the built each mission like they had to talk about what they were building.

And they had to get the supplies.
