In the 1865 there was a labor shortage. The Central Pacific had enough jobs for 4,000 men. Yet, they managed only to get only 800 workers at any time. Most of the early workers were Irish immigrants and in keeping with the prejudices of the time the management thought the Irish workers spent their pay on liquor. They even paid some in liquor. Soon the idea came about to employ Chinese labor and by 1868 there were 120,000 Chinese working on the railroad in groups of 20 with a white foreman. The pay at first was 27.00 a month and then was increased to 30.00 a month as the work got harder. The cost of food and board was deducted from that pay. The Irish who were still working were paid 35.00 a month and food/board was provided. Workers lived in tents along side the grade and in the mountains wooden bunkhouses protected workers from the snow. Each gang had a cook. The Irish workers ate mainly meat and potatoes, but the Chinese workers had vegetables and seafood. They also kept pigs and chickens for weekend meals.
