The pharaoh had all the resources of Egypt at his disposal and cost was not a priority. Even so the pharaoh did not want to waste resources: using locally quarried stone; using free labour provided by slaves who he only had to feed.
It was a form of relief work - during the flood periods, when their farms were inundated, the Pharaoh provided work-for-food for them in the building of the pyramids. The stone quarries were manned by the cheap labour of criminal prisoners.
They paid with some of their crops, and all the crops go to the pharaoh that has a whole room (or two) filled with them.
