The supreme ruler was an the Sapa Inca who inherited his power from his father.Under him were lesser noble men (his relatives such as uncle, cousins, his younger brothers and his nephews). The judicial system was similar to today's judicial system it was made sure that the judges were not related to the offender, there was no lawyer present so you has to plead your own case and the judges decided if you were innocent or not.The punishment for crime was usually harsh encourage people not to commit crimes. They try to incoperate their way?culture with that of the peoples the conquered forcing the to learn the incan language. The families of the conquered noble were well treated and their children raised in incan culture, taught at incan schools.
