If the question seeks to ask by what method the Japanese were able to establish Manchukuo, this is very straightforward. The Japanese invaded Manchuria and overwhelmed the much less technologically advanced Chinese garrison there. Additionally Japan already controlled Korea and administered some parts of Manchuria as a sphere of influence, so supply lines were not overly taxed. Once Japan had military authority over the area, they were politically capable of installing a local subservient government and chose to do so (as opposed to establishing direct military rule and, therefore, giving up many soldiers to patrol the province). This pliant government would be Manchukuo.
If the question seeks to ask why the rest of the world did not stop Japan from conquering parts of China, the answer is that most of the major powers in the world were not anxious to go to war in 1931 and 1932, still reeling over the First World War. Additionally, most of the leaders of the Great Powers harbored incredibly racist attitudes towards the Chinese and would have seen no serious benefit in helping a "Yellow people".
