A Japanese iron & coal mining operation in Manchuria was being raided by so called rebels so, to protect the operation it was gaurded by the imperial Army. At the time' with China being fractionalized by war lords, the Japanese used the "divide & conquor" method. They had the Chinese fight each other and then easily defeated the remaining Chinese.
