Their geography was was part of it. It was located on 7 hills, easy way to the mediterrean for trade, the alps protected them from the north and the apennies from the east, tiber river was a source of water to errigate and to escape from land, no pirates wanted to go 15 miles up tiber to attack after already going up the mediterriean, if there was pirates they could see them coming.

The rural dwellers, who were mostly small farmers, lost their lands due to debt and drifted to the city in search of work. As the empire expanded, provincials came to the city and added to the population. The military conquests added thousands more slaves to the mix and many veterans themselves, being landless, remained in the city.
