Up to 017 B.C. the Roman army was a citizen militia of peasant farmers who fourth in the military campaigning season and then returned to their farms. There were only two requirement's. One was being of military age (17-47) and the other was to have property above a certain propriety threshold. This was because the soldiers provided and paid for their weapons and equipment themselves.

The Marian reforms of 107 B.C. abolished the property threshold and opened recruitment to the propertyless. It made service voluntary. It made the state provide and pay for the weapons and equipment. This made joining the army affordable for the poor. It retained a pay for the soldiers also provided that after 16 years discharged soldiers received a grant of a sizeable lump sum of money or a plot of land to farm. Therefore, all you needed was to volunteer. With these reforms the poor flocked to the army.
