A part of it, at least in the southeast, was that open range meant cows and other stock began to be run over by fast-moving freight and passenger trains, laws were passed and policies adopted to reimburse owners of killed animals, and the costs began to mount up for the railroads, especially as outright fraud became a factor in claims. So the railroads began to use their political clout to get laws passed that would keep the animals off of their tracks.
