I believe that after the attack on the US congress by seperatists a referendum was held in Purto Rico giving the people the choice of status quo, or becoming independent.They chose status quo.

Rexford G. Tugwell was the administrator of the USA's Resettlement Administration (RA) which was established during President Franklin D. Roosevelt's "New Deal," from 1934-1937. Tugwell resigned in 1937 amidst accusations that the RA's agenda was socialist. He was an agricultural economist and statesman, eventually acting as the last non-Puerto Rican governor of Puerto Rico, from 1941-1946, and was instrumental in getting a Puerto Rican appointed as governor. Tugwell wrote biographies of Presidents Grover Cleveland and Franklin D. Roosevelt. He died in 1979 at age 87.

Puerto Rico is NOT independent. It's a bit complicated but here it goes: Puerto Rico was "discovered" and colonized by Spain in 1493. Spain governed Puerto Rico for well over 300 years when a group of Puertorricans fought for its independence from Spain in 1868 but Spain did not recognized Puerto Rico's autonomy until 1897. After recognizing Puerto Rico's autonomy, Spain also gave Puerto Rico to the United States as a result of them loosing the Spanish-American War; this under the Treaty of Paris. (If it were a property, you might say that the island was "sold" to two different owners at the same time.) At the time the US did not recognize Puerto Rico's autonomy and in some way Puertorricans though that this was probably a step towards independence or statehood. Yet here we are, more than 100 years later in 2010 and Puerto Rico is still owned by the US. Now it is called the Commonwealth of Puerto Rico.They currently receive all the benefits of Statehood without having to pay taxes to the country. Pretty sweet deal. Becoming a state would entail their willingness to contribute to the income base of the United States. This is something that should have been done decades ago.They became independent of Spain in 1898 and are now a US Territory.

Puerto Rico was ceded to the United States by Spain in the Treaty of Paris ending the Spanish American War in 1898. Cuba and the Philippines were ceded to the US at the same time. Cuba was almost immediately granted independence since the US was able to get the support of the Cuban Spanish independence movement by promising independence for their support of the US fight against the Spaniards. However the US hung on to both the Philippines and Puerto Rico due to their strategic locations. The Philippines was granted independence in 1946 shortly after World War II. Once again, The US struck a deal with a militant independence movement to support the US's fight against its enemy (this time Japan). The Philippine independence movement was quite large and active for decades before they were granted independence. Puerto Rico is still a US Territory (and now called a Commonwealth with an elected governor and bicameral legislature), Itr is still a very strategic location in the Western Hemisphere for naval defense and shipping in general. Unlike Cuba and the Philippines, Puerto Rico has never had a large independence movement. There have been militant independence groups, but (if you go by plebiscite election numbers) have never had any popular support. The highest election numbers ever for independence was 4.4% of registered voters in the 1993 Plebiscite. Puerto Rico is still a US Territory by the consent of the people of the island. About 70% of registered voters, or about 40% of the island's residents, have voted for continued territorial status of some kind, or statehood. Several movements for statehood have come up just short of obtaining the electoral 50%+1 majority needed to ask Congress to be admitted into the union. So Puerto Rico remains a territory.
