The United States appointed a governor and two-house legislature, telling the Filipinos that independence would have to wait until the government was more stable. After peace was restored, the Filipino voters were allowed to pick their own governor and legislature. Finally, on July 4, 1996, the U.S. gave the Philippines back their independence.
