The economic activity which was mostly controlled by private enterprise virtually collapsed after the fall of Saigon. A mass exodus of brain power and capital left with the lights on, so to speak. Those who were left behind became wardens of the state and if they had any connection to the former government or the US military they were sent to re-education camps for several years. When this happened many of the most impressive real estate properties were taken over by the troops of the Northern Vietnamese. They remain the largest landholders to this day throughout Vietnam.
