After the death of Charlemagne there was very little government left to protect the people from the attacks of the vikings and other "barbarian" groups. So "Nobles" and Kings created the mutual contract system of feudalism where the kings would use knights from the nobles to fight off invading groups. In return the knights (nobles) would receive land and other benefits from the king.

Viking raids were small, local events that were carried out quickly and were over. Vikings sometimes camped in one place for a season, but then they were usually gone, and there was no way of knowing even where they went.

When a strong central government mobilized a response to a threat, it took time, and a lot of people were involved. The alternative was to keep a standing army, which was to expensive for the medieval kings.

One solution to this was to decentralize the power in the government, giving local lords the option of raising small armies of their own. They often had a small number of professional soldiers and a number of freemen and peasants who could form a militia. Such forces could form quickly to respond to a local threat and drive it away much faster than a national army could.

The down side of the decentralized military was that it weakened the central government and made the king much more dependent on his lords. This was the situation in France and the Holy Roman Empire, and for a brief while in England.
