The Zimmermann telegram was actually intercepted and decoded by the British, then given to the US. In it Mexico was promised the return of Texas, Arizona and New Mexico if they would join Germany.

British spies intercepted the telegram and gave a copy to the US government. The president was furious and shortly thereafter, the US declared war. Within a year, the US was sending large numbers of troops to France, contributing to Germany's surrender a few months later. Ironically, Mexico did get the telegram and briefly considered it. They (correctly) decided the plan was unfeasible and refused to accept it.
