The Confederate victory at the First Battle of Bull Run led President Lincoln to bring Major General George B. McClellan to Washington DC and reorganize the Union army in the East. McClellan's skills relating to military organization brought about a new and fully drilled army that would be the Army of the Potomac. This force would have its originator, McClellan as its commander first as a major general and not long after, as general in chief. This massive effort and decision by Lincoln was not based solely on the heroics of Stonewall Jackson at Bull Run. It was the realization by Lincoln and the generals under General in Chief, Winfield Scott, that the Union needed a strong powerful army to defend Washington DC and later attack Virginia.

In 1862, as Confederate General Joseph Johnston was concentrating his coastal forces at Richmond, Stonewall Jackson played an important role. With a rapid march covering 170 miles, Jackson beat the first wave of 13,000 Federals and gained the attention of another 60,000. He was able to operate with interior lines. Stonewall Jackson became a thorn in McClellan's plans.
