Paul did it by spreading the word of God and telling everybody who he saw.

He set up churches and sent letters to people, of whom he had taught about God, to see how they were going and to see if they were still believing.

Paul was the first great Christian missionary, and even though he regularly visited synagogues wherever he went, he particularly preached to gentile audiences. His work was indeed blessed by God with much increase and he founded Christian churches wherever he was able during his missionary journeys.

It was to these churches which he founded that came his second great legacy. Paul's letters are rich not only in exhortation relevant to the churches to which he wrote, but also contain the first developments of Christian theology, and are especially important from one who personally knew and had his doctrine confirmed by the other apostles who had had direct -pre-ascensional dealing with Jesus.

Paul's writings form an important part of his ongoing legacy as well as an important part of the New Testament scriptures.

By sending missionaries and letters throughout the Eastern world to Persia and India. There was even a sect that got as far as China but they got persecuted into basically extinction during the later Tang Dynasty. Paul is the patron Saint of India according to the Catholic church and responsible for converting large numbers of gentiles (non-Jews) from what was Persia,Baghistan, and the Indian Mahajarates in the classical period.
