Our Blessed Lord said several things that are recorded in Sacred Scripture that go to show us that He made him, and his successors, head of His Church. All of this is based on the Old Testament Isaiah 22: 15-25 concerning the steward of the Davidic kingdom, of which they were the type of the new steward of the Kingdom, the Vicar of Christ, manifested in the Popes, of which St. Peter was the first.
Matthew 16: 17-19 Then Jesus answered and said, "Blessed art thou, Simon Bar-Jona, for flesh and blood has not revealed this to thee, but my Father in heaven. And I say to thee, thou art Peter, and upon this rock I will build my Church, and the gates of hell shall not prevail against it. And I will give thee the keys of the kingdom of heaven; and whatever thou shalt bind on earth shall be bound in heaven, and whatever thou shalt loose on earth shall be loosed in heaven."
John 21: 15-17 When, therefore, they had breakfasted, Jesus said to Simon Peter, "Simon, son of John, dost thou love me more than these do?" He said to him, "Yes, Lord, thou knowest that I love thee." He said to him, "Feed my lambs." He said to him a second time, "Simon, son of John, dost thou love me?" He said to him, "yes, Lord, thou knowest that I love thee." He said to him, "Feed my lambs." A third time he said to him, "Simon, son of John, dost thou love me?" Peter was grieved because he said to him for the third time, "Dost thou love me?" And he said to him, "Lord, thou knowest all things, thou knowest that I love thee." He said to him, "Feed my sheep."

880 When Christ instituted the Twelve, "he constituted [them] in the form of a college or permanent assembly, a the head of which he placed Peter, chosen from among them." (Lumen gentium 19; cf Lk 6:13; Jn 21:15-17) Just as "by the Lord's institution, St. Peter and the rest of the apostles constitute a single apostolic college, so in like fashion the Roman Pontiff, Peter's successor, and the bishops, the successors of the apostles, are related with and united to one another." (Lumen gentium 22; cf. Codex Iuris Canonici, can 330.)
881 The Lord made Simon alone, whom he named Peter, the "rock" of his Church. He gave him the keys of his Church and instituted him shepherd of the whole flock. (Cf. Mt 16:18-10; Jn 21:15-17.) "The office of binding and loosing which was given to Peter was also assigned to the college of apostles united to its head." (Lumen gentium 22 section 2) This pastoral office of Peter and the other apostles belongs to the Church's very foundation and is continued by the bishops under the primacy of the Pope.
882 The Pope, Bishop of Rome and Peter's successor, "is the perpetual and visible source and foundation of the unity both of the bishops and of the whole company of the faithful." (Lumen gentium 23) For the Roman Pontiff, by reason of his office as Vicar of Christ, and as pastor of the entire Church has full, supreme, and universal power over the whole Church, a power which he can always exercise unhindered. (Lumen gentium 22; cf. Christus Dominus 2, 9.)
