Their farmers toiled long hours in the fields to feed their families and sold the surplus in the markets. The non-farmers had to get the money to buy food at the markets. Any shortages in local production had to be bought and transported from other cities or territories. Those who could not pay starved to death or stole or got a job as a mercenary soldier with the Persians, orsold themselves into slavery etc etc.
