The eastern seaboard had already received much higher than usual rainfall in the preceding year, and it had been a very wet summer as well. When Cyclone Wanda made landfall and developed into a tropical depression, this weather system dumped hundreds of millimetres of rain on regions where the ground was waterlogged, and could not absorb any more water.
