Because the division of power in Articles of Confederation based on state authority in which the could not make or pass any law to the national level unless the all the states had to agree with it. Due to this fact the national government did not have any choice rather than waiting upon for decision making from states because the state has to make decision then the government to follow upon it because the major power was derived from the people who could not prefer for a strong government due to lack of experience and education.
