Europe was an "Army" show; the Pacific was a "Navy" show. Each one wanted their piece of the pie. The Navy wanted to implement "Plan Orange", the Army wanted to play a "big" role; and obviously couldn't in a "naval war." Therefore, the saving of England & Europe FIRST became the deciding factor.
