New Orleans was one of the largest cities in the US before the US Civil War. It was an important port city at the mouth of the Mississippi River. The city was captured in 1862 by the Union. This helped to control river traffic on this main waterway. Holding on to New Orleans would help the Union blockade and establish a base for Union incursions into Southern territory.

The Anaconda Plan or Scott's Great Snake is the name widely applied to an outline strategy for subduing the seceding states in the American Civil War. Proposed by General-in-Chief Winfield Scott, the plan emphasized the blockade of the Southern ports, and called for an advance down the Mississippi River to cut the South in two.
