Shortly after the Union's victory at the Battle of Gettysburg, 20,000 troops there were sent to New York City by President Lincoln to end the three days of draft riots. The riots there were a result of the US governments draft laws that were passed in March of 1863. That Summer, recruiters for the draft came to New York City to conduct a draft. This created a riot among Irish immigrants and others that became at that time the largest US civilian insurrection. The crowds were anti-Black and 12 Black men were lynched by the angry crowds.The city was controlled by the Democrats, many of which were Lincoln's opponents and hated the Republican Party. The Governor of New York, Horatio Seymour acted irresponsibly. He encouraged the rioters, greeted them as friends and compared President Lincoln with draconian European kings.
