Both Cuba and Puerto Rico are in the front yard of the US which certainly reduced the transportation and logistical nightmare. One of the problems that became evident in their planning and assembly of an attack force was that the Navy simply did not own troop transport ships. The US was not equipped to fight a land battle beyond its own borders. Cuba was very close, just a day's march away, but the roadway was flooded.
