By creating different slavery laws for different parts of the country. It was a policy doomed to failure because of situations such as the one where a slave escaped from a state where slavery was legal to a state or territory where it was illegal.

Very few southerners actually owned slaves but most saw it as a case of "States Rights" versus the perceived interference of the Federal Government.
