It all depends on what people of Egypt you as asking about. Egypt, during the time of the Ptolemies, was a divided country. There were the Greeks in Alexandria and the native Egyptians. The Alexandrians were the ruling class and the Egyptians the working class, who were not allowed any governmental authority. The Alexandrians with the exception of a few, did not care for Cleopatra. They hated her father (drove him into exile) and hated Cleopatra as his daughter and the fact that Caesar, a Roman, put her on the throne. They fought the Alexandrian War on the side of Cleopatra's brother, against Caesar and Cleopatra. So the Alexandrians viewed Cleopatra's power as something imposed on them by an outside force.

The native Egyptians, although allowed minimal authority in the nomes, or districts that were the divisions of Egypt, were still under the authority of the Greek overseers of their nome. The average Egyptian farmer or business person paid his taxes, obeyed the laws and regulations and went on with his life. It didn't matter to him or her who was ruling up in Alexandria.
