The life of the poor in Rome was very tough. Most of them were unemployed because there were not enough jobs. Many became clients of rich patrons and relied on being given errands, odd jobs or cash hand-outs by the patrons in exchange for political support. They also relied on free bread through the distribution of a grain dole by the state. They lived on the upper floors of apartment blocks, which were less safe in case of fire, and had only small and overcrowded rooms with no heating, running water, cooking facilities or toilets. They went there only to sleep. They ate outdoors, went to outdoor public toilets and washed at public baths. Sometimes they were so desperate that they sold their children as slaves.

The concept of "bread and circuses" describes the Roman policy toward the poor. They felt that if the kept the poor's bellies full and gave them spectacles, they would remain loyal.
