The question contains a falsehood. The original ship USS REUBEN JAMES didn't even exist in 1911. It went down in October 1941 (perhaps the question contained a typo). The ship's sinking was one more step toward war. It could have resulted in a declaration of war--by either side. However, the attack on Pearl Harbor happened five weeks later. Two or three days after that Germany declared war on the U.S. "The Rube" was the first U.S. Navy ship to sink in what was to become WWII.
