North Carolina was not a hotbed for secession. But after Fort Sumter North Carolina joined four other Southern states in the Confederacy, they included Virginia, Tennessee, Arkansas, and finally, the very late entrance into the rebellion of North Carolina in May 20, 1861. The people of this state were virtually dragged into the Southern cause.
The question was, how should slaves be counted for the purpose of Congressional representation? The South wanted to count all slaves as "population", because this would increase the number of Representatives from the slave states. The northern states didn't want to include slaves AT ALL; if they weren't fully citizens and couldn't vote, why should they be counted for purposes of representation? The "three fifths" compromise gave southern states some additional Congressional representation, without giving the South an overwhelming advantage.

By 1861, it is clear that most people in the Northern non slave US States believe that slavery is immoral. By the same year many not most, of the people in the Southern States believe that slavery is not immoral.
