Answer this question… The United States and the Soviet Union used the programs to build up their European alliances.
Because the Soviet Union wanted to spread communism, but the Americans did not want that so they stopped being the Soviet Union's ally.
It alarmed and scared the US while by being communist and making alliances with the Soviet Union. Bonds with the Soviet Union weren't strong due to many border skirmishes and ect.

There were many, many nations involved in the Cold War, but the two biggest are the superpowers of the time, United Statesand the Union of Soviet Socialist Republics (Soviet Union). It was an international competition in many areas, and a very scary time in that each nation was an enormous threat to the other. Each nation made numerous alliances to aid them in their Cold War endeavours, the United States being involved in NATO, and the Soviet Union with the Eastern bloc and Warsaw Pact. There are numerous articles available on the internet about the Cold War, and I suggest you research it. In the 1980's, both nations experienced internal turmoil; the United States recovered, the Soviet Union, however, did not. The internal problems grew and grew, and the Marxist-Leninist system collapsed. The republics of the Soviet Union began to break off from the motherland, especially in 1989. In 1991, the Soviet Union officially ended, leaving a torn-apart Eastern Europe in its wake.
