All they really had in common was being directed at America by Britain so Britain would make more money.
The Sugar Act was the first act of Parliament passed solely for the purpose of taxing the colonies and raising income for Britain. While the Navigation Acts impacted free trade and left less options for wealthier colonists to trade their goods with other countries, the Sugar Act was a direct tax that effected everyone in the colonies.
