John Jay was the first Chief Justice of the United States. He presided over the Supreme Court in its first major case, Chisholm v. Georgia, (1793), where the Court made the politically unpopular declaration that states lacked sovereign immunity against law suits for war debt. This triggered a panic among the states that quickly lead to ratification of the Eleventh Amendment, revoking the Supreme Court's right to hear cases brought by citizens of one state against the government of another state. If the Court's verdict had been allowed to stand, the states could have been bankrupted by war claims.
