The key GPS idea of using accurate clocks on the satellite for range measurement or passive ranging occurred to Roger Easton at the Naval Research Laboratory several times in 1964. His Memo 112 on 6/9/64 mentions it. The idea which was the origin of the Timation program came in September and October of 1964. He was trying to synchronize the clocks in the two picket fences of the Naval Space Surveillance System in Texas which were about 100 miles apart. The thought came to use an accurate clock on the satellite to do this, and then that this would make a good navigation system.
