If you mean Nazi stormtroopers, I would say they were mostly bad. Every soldier is bound to follow the Rules of Warfare. One big rule is that non-combatants are off limits to violent treatment. The thinking being that if your enemy discovers brutal treatment of indiginous civilians in your area of occupation, they may be likely to subject enemy civilians to brutal treatment as well. The same goes for POW's. Another rule is that soldiers are bound to disobey unlawful and amoral orders. The issuing officer is to be arrested and the next in the chain of command take over. It doesn't wash to say after murdering civilians or prisoners that you were only following orders. Your life may be put at risk by refusing to murder non combatants, but it's what you are expected to do.
This is a description which can be described as propaganda. An examination of all the armies of the ancient world would attact the description 'brutal and cruel'. Similarly an examination of al the armies of the mediaeval world would attact the description 'brutal and cruel'. Similarly an examination of al the armies of the modern world would attact the description 'brutal and cruel' is you wanted to denigrate any of them to suit a particular agenda. War is 'brutal and cruel'.

In todays time they were considered brutal. In ancient times they were simply a powerful empire that had to stand tall and strong amongst all of the other brutal empires. In fact, they were the first proven civilized nationalities to create laws for their people and built the first cities. Their army was used as their only source of protection just like any other army would then and now.
