The Vichy government was a puppet regime based in the south while the Germans retained complete power in the north. The Free French were based in London under the leadership of General de Gaulle. The Germans occupied the Vichy portion of France in 1942 after it became clear that the French colonies in Africa and the middle-east and their colonial garrisons were slowly going over to the Free French coupled with the allied invasion of western north Africa in operation torch (the British were actually already in Africa but at the East end). This meant that the Vichy government whilst retaining it's civil powers (which it technically had in the northern region as well) just became a complete puppet in both regions.
