Answer Just prior to the war and during the first few years, the countries began building factories and placing orders to build more guns, cannons and ship and planes. After the war began to destroy some of Germany's factories, they had to force other countries to build some weapons for them. As an example, the US Army began modernizing its artillery in the 1930s. During WW1 they had to use French cannon. These were old and out-dated. So by the beginning of WW2, the Americans had some of the best artillery in the world. They still had to increase production to supply the many divisions and artillery batteries needed to win the war.
