Most of the body panels on a 1994 Honda Civic Hatchback can be easily replaced. The quarter panel requires the most work as it is the biggest panel and may require some cutting to fit.
Disconnect the package shelf cords from the hatchback and remove the right upper quarter trim panel. Separate the wiring harness from the body. Work the harness through the hole in the top of the hatchback opening. Mark the outline of the hinges on the hatchback for future reinstallation. While an assistant holds the hatch, detatch the support struts. With the assistant still supporting the hatch, remove the hinge to hatchback bolts and lift the hatchback off.

To change brake/tail light you need to remove the two screws in the tailgate jam, by the upper support cable of the tailgate (much easier with tailgate lowered!) and the tail light housing should pop out. The socket for the light is a quarter turn counter clockwise and the bulb is exposed.

You can find the 1984 Ford voltage regulator on the inside front quarter panel. The voltage regulator will be on the drivers side quarter panel.
