It depends on what phone you have because old touch screen are junk but if you have an iPhone or an android device they are pretty good

no as to my knowledge and research in the past a touch screen phone will not work underwater. A way that you might be able to get around that is to cover your touch screen phone with a clear or water proof covering so that way your phone won't get wet.

Fingernails do not work on capacitive touch screens. These are found on most newer touch screen phones, including iPhones, HTC, Sony Ericssons runnning android etc. Capacitive screens ue the electrical conductivenes of the human body to work. Resistive screens can be used using fingernails, but are not used in phones anymore.
depends really on what kind of phone. In most phones you can just try to move your fingers on the screen and it should work
